1. Follow the path File > New > Project in the Control Panel window.

2. Open the Projects option on the left side of the Control Panel window, right-click on the Eagle folder and chose the New Project option.

The new project will be placed in the Eagle folder (Control Panel window - left side > Projects option) and you'll be able to give it a name right away.
